What is the political situation in Bulgaria in 2026?

In short: after years of short-lived parliaments, one party now has a majority of its own. The government of Rosen Zhelyazkov resigned on 11 December 2025 after weeks of street protests, Reuters reported. In January 2026 Radev stepped down as president, the first head of state to resign in post-communist Bulgaria, according to AP. He then led his new party, Progressive Bulgaria, to victory in the April election. Parliament elected him prime minister on 8 May by 124 votes to 70, with 36 abstentions, BTA reported. Bulgaria joined the euro on 1 January 2026. The presidential election is now the main political event.

Who runs Bulgaria: the prime minister or the president?

The prime minister runs the government; the president is head of state with fewer powers. Under the constitution, the cabinet sets policy and the budget. The president represents the country abroad, is commander-in-chief, can send a law back to parliament once and appoints caretaker cabinets when parliament fails to form a government. Is Bulgaria pro-Western or pro-Russian?

Bulgaria has been in NATO since 2004 and the EU since 2007; see our membership guide. The debate is about Russia policy within those alliances. Euronews reports that Radev has called for dialogue with Moscow and that Yotova opposes military aid to Ukraine. On 26 October Foreign Minister Velislava Petrova called for national goals “beyond membership of alliances”, BTA reported. Gyurov signed a security agreement with Kyiv as caretaker prime minister, according to Euronews. Read more:
