Varna and Black Sea security: Navy, mines and the Russian consulate

Varna is home to Bulgaria's Navy. What we know about Black Sea mines, the Bulgaria–Romania–Turkey mine group, the Hrabri and the Russian consulate.

Published:

Varna is Bulgaria’s main naval city: the Bulgarian Navy headquarters and the Nikola Vaptsarov Naval Academy are here. Since 2022 the war in Ukraine has brought drifting mines and, lately, sea drones into the western Black Sea. But the Navy commander says no drifting mines were found in Bulgarian waters from 2025 to July 2026. For beachgoers the rule is simple: if you see a suspicious object, don’t touch it and call 112.

What military role does Varna play?

Besides the Navy HQ and the Naval Academy, Varna hosts a naval coordination centre opened on 2 July 2020. According to BNT, it started with 12 staff. It collects data on merchant shipping in the Black Sea for allies and national bodies, and has “no intelligence functions”. Its local shipyard MTG-Dolphin builds the Navy’s new patrol ships. In October 2026 France also backed a planned Black Sea maritime security hub in Varna and Constanța.

Are there sea mines near the Bulgarian coast?

According to BTA, Navy commander Rear Admiral Kiril Mihaylov said on 10 July 2026 that the Navy has destroyed six mines since the war began. None were found in Bulgarian waters from 2025 to July 2026, but incidents with unmanned surface vessels are rising. He repeated the six-mine total to BNT on 20 October 2026. Drone strikes on ships are covered separately in our drone attacks report.

What is the MCM Black Sea task group?

It is a mine countermeasures group of Bulgaria, Romania and Turkey. According to Anadolu Agency, it was created by a memorandum of 11 January 2024 and became operational on 1 July 2024. Command rotates every six months, and the group had completed 10 activations by July 2026. On 8 July 2026, at the NATO summit in Ankara, the three defence ministers signed an amendment adding the protection of critical underwater infrastructure such as pipelines and cables. Bulgaria took command on 10 July 2026 in Burgas under Captain Petar Dimitrov (BTA). Also on 8 July, BNT reported, Bulgaria signed a memorandum with Belgium and the Netherlands to acquire seven mine countermeasure ships.

What is the Hrabri?

The Hrabri is the first of two multipurpose modular patrol vessels built in Varna. Its flag was raised on 8 December 2025. Defence Minister Atanas Zapryanov said it was the first new warship built by Bulgaria’s own industry in more than 100 years (The Sofia Globe). Its sister ship Smeli was launched on 12 December 2024. On 7 October 2026 the Navy’s deputy commander told BTA the work was nearly done. The first stage is due for acceptance in January 2027.

Is there still a Russian consulate in Varna?

  • 2022: Bulgaria expelled 70 Russian diplomatic staff, including much of the Varna consulate’s staff, according to The Sofia Globe and RFE/RL; the opposition party DSB, quoted by The Sofia Globe, says the consulate closed in October 2023.
  • November 2024: media reports, cited by RFE/RL, alleged that consular services were still offered from the Varna office of the BSP; authorities said they knew of no such diplomatic activity.
  • 12 August 2025: the Foreign Ministry confirmed a Russian request for premises in Varna and said the consulate “has not been formally closed”. The opposition party DSB said the building, at Dunav and Kozloduy streets, is about 200 m from the Navy HQ and called the request a security threat; the request was referred to DANS for an opinion (BTA, The Sofia Globe).

As of late October 2026, no decision on the request had been reported in the sources we checked.

What it means for residents and visitors

The sources above report no restrictions on swimming or sailing off Varna linked to these issues. Follow lifeguards’ instructions, see Black Sea swimming safety and is Bulgaria safe for tourists?, and report any metal or unusual object on the shore to 112.
